Hmm that's really strange.

Some levels reward different things than level size (like the ability to hire more workers). Are you sure the levels you're talking abour are size ones?
 
I have passed the points 2 times when it said I would get a bigger restaurant...and both times it has stayed the same small beginning size! What is going on??
Yes, I'm sure. Now I have 5 employees...and my customers want a bathroom...but I have no room in this dinky restaurant!
