I have a question about betta fish?

I want to get a betta fish. I have had many before, and know they cant live in a tiny bowl. I was wondering, could I keep a male betta in a 10 gallon tank, with just a heater, and no filter?

Also, how can I convince my mom? She knows i'm responsible. I have some money saved up.
