I have a problem with my 98 chevy truck with the power steering.It has 270k miles?

At first it was making noise and it was hard to turn the wheels at idle, but then it completely lost power steering and noise. I replaced the pump but still not pumping. I have the return hose disconnected to flush or clean the old fluid but only a little bit of fluid came out,Like three table spoons.The pump has an electrical connection on the bottom on the pressure side hose that looks like a coil. Could that be bad not letting the valve to open to circulate the fluid? Or am I wrong and that's not a valve.If I connected the hoses backwards on the gearbox, will that cause the pump not to have pressure? I'm not sure what's wrong, the engine is running but I have no power steering at all and no noise either.Help please.
