I have a problem with flash cs3 and go to and play action?

problem is when on the frame 24 I make a button to go to the frame 20 it just doesn't work, it just plays the first frame...the same is with all buttons that play any of the previous frames in the movie...when button is before that frame it works fine but if it's after wards it just doesn't work...any solution help or advice???
