I got this email from a Toyota Forum...
a very common problem when the brake fluid goes low is that the float in the master cylinder gets stuck in the down position causing the light to come on. to confirm this unplug the electrical connector at the master for the float and see if the light goes off. if so move the float around with a screwdriver to loosen it up and your problem should be solved.
The common problem is that my "BRAKE" light won't turn off, even when the emergency brake is not lifted. This, in turn is making my cruise control not work. How do I unplug the electrical connector at the master cylinder?
