I have a Mazda mx 3 and the car will not turn over at all no mater what we do.?

I the mazda we just put a new battery in it because the other one was shot at it still would not work. We also just put in a new ignition coil and it is not getting any power at all. So what could the problem be or could there be something else wrong with the car besides that. We looked at all the fuses to and they are all go and working. Could the problem be the starter and how to u check to see if they went bad
