Was bluetooth a part of your purchase. Bluetooth is usually an extra that you have to pay for.
Check your devicemanager and see if it's listed.
The bluetooth button symbol on your keyboard is probably blue. That means you have to press another key (probably the blue "fn" key) together to toggle it on/off
