I have a kawasaki quad 250 atv. Can you help me find the vin #?

I was told it was a 1986. It has a 89 code on lower left part of frame by wheel. I cannot find a 17 digit code anywhere. I have the engine code. I looked under gas tank for sticker as well. Can vin be figured out or year by engine code?
