i have a honda xl 200 why does it leak fuel when i turn the fuel line on ?

i notice a hose coming down from the fuel regulator thingy and it is normal if some flows thru the air filter vent i uncapped it and i turned it on and some flows thru it . could it be the fumes vent hose and is there a breather hose also on the transmission i dont really no much about motor engines.
