i have a honda engine lawn boy and it only runs on choke?

i cleaned the carburetor completly and saw no adjustments, air filter is fine, its a GCV self-propelled push mower. it runs too when i stick my finger in the intake. i dont really see the fuel filter unless its where the gas line has a shut off switch. i blow into the fuel line and its not clogged
