I have a high frequency (TUBE TV) ring in my ears - what is it?

When I lay down to watch TV, my right ear startes creating a high Frequency tone. Drives me crazy! There are pops and crackles everyone in awhile in both ears too. I hope that this will releive but never does. What is this!! It feels like my head is stuffed up, and the sounds are like in my brain, behing my tounge, above the roof of my mouth, not even directly in the ears.
