I have a hard time breathing when i lift weights (not when i run) and after sex?

Please can anyone tell me what is wrong with me? The problem is i cannot breathe in all the way. I can breathe but not all the way in if u know what i mean. My chest gets stuffed and i cant breathe in right? Thank you
