call the cops. if and when they find her the mother can either take her back or if the child says she will runaway again then they will put her in juvenile detention until she can go in front of a judge.

As far as the sex is concerned... I think that the age of consent in FL is 16, so there may be nothing to do in that situation. But if she runs away, the parents have every right to call the police to pick her up and bring her home. I was 17 and went to my boyfriend's house when my mom kicked me out and she called the police on me when I didn't come home that night when she cooled off. They came to my boyfriend's house (well, his parent's house) to take me home.
