I have a concrete garden and wanting grass.how?

Is it right that you can put down top soil ontop of the concrete the get turf to go ontop of that? my partner is convinced he knows what he is doing but i just wanna make sure first.
The concrete goes down about 5 foot onto pipes.
 
Sorry but NO, the concrete needs to come up grass needs drainage and it won't have any on top of concrete. If you live in a 4 season area it will probably die either from being too hot or too cold.
But if enough topsoil say 6 to 12 inches it might work.
I have a septic tank with about 12 inches of soil on top and the grass grows over the concrete lid.
 
Your partner sounds like a 'cowboy biuilder' does he go by the name of John Wayne and wear a cowboy hat? he should do!!! grass on top of concrete whatever next. Grapes from an apple tree, bacon from a cow 'yes missus thats where it really comes from trust me I'm a builder' Grass needs at least 15" of soil to grow properly and I doubt if you can raise the garden level by that amount. Easy option lay a deck over the concrete and have lots of green plants anf green matting.
