I have a Car Alarm I installed, and the brown siren wire has a constant 1v signal...

...instead of 12v. ? Suggestions? Everything else on the alarm works, keyless entry, LED status and everything.
The alarm siren is constantly going off when its connected. The 1.3v signal is just enough to make it go off, but not very loud. Thanks
 
it should be a constant 0, only switched to 12v when actuated.

is the siren not working?
 
When this happens, it usually means the alarm is not grounded well. If there's not a good connection on the ground wire, the alarm uses the siren output as a ground. You end up with a constant low voltage on the siren wire and a constant low-volume output from the siren itself.

Make sure the alarm's ground wire is bolted tightly to clean chassis metal. If that doesn't solve the problem, then there may be an internal defect in the alarm.
