I have a bulge in my INNER tube, UNDER the tyre where the valve is when i pump...

...air in? On my road bike wheel? I was just fixing an inner tube, replaced the inner tube...started pumping and a bulge kept on coming up every time i pumped air in. the inner tube is the correct size, the tyre is the correct size. but where the valve is connected to the inner tube, under the tyre, a bulge comes up. the inner tube is not twisted

any ideas?
