it's called an impact bubble.The strands inside the tire are beginning to separate and there's a huge chance of it blowing out.If you can't replace it now put your spare on.
 
welt on the back right tire.? I need to know what that is and if i need to replace the tire. I've never seen this before. It's like the tire has a little bubble. Thanks in advanced!
