I have a 96 cadillac that wont shift out of 1st gear help?

my trans seems like it wont shift at all...I watch the rpm meter the dash and i would get it up to 2000 rpms and the car still wont shift please help. also the car feels like its loosing power? help

Check for a vacuum leak.

And then check for a new trans.
