i have a 94 ford ranger that lopes when first started.?

my ford ranger lopes and runs bad when i first start it in the morning and when it is sitting for awhile. some one told me it was the computer that is out on it i checked the timing. when i pullthe spout plug off it runs just fine. what is the problem?
