i have a 85 chevy silverado with a 350 turbo it keeps stifting from 3rd

back to 2nd over and over ? when i manually shift from first to second sometimes but not all the time it takes a while to shift i already changed the vacuum modulator
could it be the valve body sticking or the governer not working
 
My boyfriend said to check the passing gear cable on carburetor linkage to make sure its not too tight.
