I have a '63 Ford Ranchero my grandpa just gave me, but it needs some work done on it?

I drove down to visit my grandpa and some other family, and my grandpa had a 1963 Ford Ranchero sitting in my Uncle Bill's shop, that they were gonna fix up. However, for some reason, they decided to give it to me and my brother, for free (bitchin'!). It ain't bad, it's got a 260 V8 in it (Grandpa said that particular motor is pretty rare, so when we do fix it up, it'll be worth at least $8 to $12 grand, according to his estimate), and almost everything on it is stock, except the steering wheel and the radio. However, it has some issues. It needs a new battery and new tires (which we can handle), but there's some things I'm wondering about:

-The roof- On the roof of the cab and below the windshield, it's really rusty on the edges near the doors and below the windshield. They sprayed it with this stuff to stop further rusting, but the damage is done, and the roof is a little leaky. My brother can weld, so we're gonna fix that ourselves, but does anyone have suggestions on how to do it?

-The Power Steering- The meatball who owned the car took out the stock steering wheel and installed one of them fancy GTX racing wheels. Unfortunately, for some reason, it has no power steering. Why is that, and how can I fix it?

If anyone could help me out with a suggestion or two, it'd be most appreciated. Thanks!
According to Grandpa, it did come with power steering, but he says it doesn't work. He blamed the steering wheel the previous owner put in.
