I have a 2004 Dodge Intrepid that will not shift into other gears above 30-40 miles...

...an hour, any help? My check engine light came on and I took it to mechanic to scan. I was told there was a P700 code and I needed to rebuild the transmission because the torque converter was bad, there was sandy grit in the fluid, the planetary in the rear of the transmission was bad, and due to normal wear and tear on the transmission. I only have 83,000 miles on this car. After paying to rebuild, my transmission the the transmission place, I drove my car approximately 60 miles and then I did not have any overdrive. Now, I can only go about 30-40 miles an hour and it will not shift above 3rd gear. If I stop and kill the engine and let it set for about a minute, I will have overdrive again, only if I do not brake or come to a stop, then I loose all overdrive and not able to get above 3rd gear again. Does anyone have any ideas or suggestions of what this might could possibly be?
 
computer controlled modulator is bad and is expensive im sure the transmission place new this but did not want you to back out of the repair so they just left it out of the fix. look you can go pull one from a wrecking yard or order one direct from dodge, than once you fix it sell it a.s.a.p. its a lemon of a car ,
