I have a 2003 dodge ram 2500 Diesel 4x4. It had a torque converter cooler.?

I had to remove the fuel filter unit. and lines. My problem is that, one when I installed the positive cable their is a humming or buzzing coming from filter unit. Two it wont start. I have diesel in the filter housing but none to the injectors. The buzzing sound never stop unless I remove the lead from the positive post on the battery terminal.
I do have diesel in the tank. Thank you
 
wel first you talking about two things here are you working on cooler or fuel pump if you removed filter did you refil it before installing if not you have air in lines and need to bleed it out why you hear just ticking and who knows more than you if you got fule in tank but you if your not sure add some and you sure you did the job right in wiring it but my guess woul dbe you have air in the lines
