I have a 2001 Kawasaki ZRX1200r. I need to adjust the carbs from sea level to 3500

Since you're changing elevation, you need to go to smaller main jets, probably one size down. Lowering the needles will lean out the midrange, but not 3/4 to wide open throttle. That's why you need to reduce the main jet.
 
feet. How do I do this? The bike runs rich where I live. It has .020 shims in the needles. Do I take them out or change something else?
