I have a 2000 Jeep Grand Cherokee, I insert the key as to start it, it does NOTHING!?

Theres no click or anything. I took the key out and the radio was still on and windows still able to role up and down...... how was I able to remove the key and my lights and radio stay on??? It this possibly the ignition going bad?
