i have a 2000 Chrysler Neon, and when i start driving... ?

i have a 2000 Chrysler Neon, and when i start driving slowly my steering while starts to shake. i know my wheel bearings are gone, haven't replaced them just yet but i have them, but i was told it could be my cv joints.. just wanna get more ideas from people ? thanks.
 
when you get to higher gears like the 4th gear, does it still shakes? if that happens try looking the joints.
