I have a 2000 chevy s10 that is not getting any power to the fuel pump.?

I'm getting power to the black connector which is the fuel guage and no power to the white connector was is the pump. I have checked the 20 amp fuse which is fine, the relay was switched with the horn relay and the horn works with both relays so that is out. Any body have any solutions
