i have a 1999 chevy blazer 4x4 with gauge problems?

when I turn the healights off the fuel gage, speed odometer,tack, radio, all goes out like the truck is turned off.
i have put in a new ignition switch, and a new daytime running light switch. this didn't fix the problem.
i also have a clicking noise in the relay box. I replaced this as well. still nothing!

does the dash move? if it does there is a bolt right under the dash, right next to the wall. might be loose. try to tighten it.
