I have a 1995 Ford Escort. I am having a problem with the clutch.?

When sitting at a red light with the car in gear and my foot on the clutch it starts to creep forward and won't let me take it out of gear. I have to turn the car off, take it out of gear, then restart the car. I just replaced the slave cylinder, could it be the master cylinder to? It only does it when you hold your foot on the clutch petal for a while.
 
It could be the master cylinder but It sounds like to me that your clutch is not disengaging. When you are holding it down for a long amount of time it could be causing it to get stuck into gear.
