i have a 1994 toyota supra but im on my L's.?

but im going for P's soon and i thought before i get them that i should ask if it would be street legal that the air filter is not covered because the previous owner didnt tell me if it was taken off or if it came like that.

and im just wondering if id get a defect from the cops because of it.
