i have a 1993 Toyota 4runner and the radiator hoses get real stiff when it running?

the hoese build pressure when the cap is on the radiator what could be the reason
 
most do if it dont then its not working right ... but if its blowing the hoses or running hot then you have a leak in the head gasket or the cap is bad is most cases
