You're absolutely right (also about keeping that 13B under the hood). Adding a turbo will make a big difference (If you get a free flowing intake you will need the turbo). A more aggressive fuel system (injectors, pump, and the related) will help. Don't go too crazy with exhaust though as the rotary engines need a certain amount of back-pressure to run well.
Essentially, the more fuel and air you can feed them, the more you will get out of it. Of course the more fuel and air you deliver, the more spark you will need to burn it.
