The choke is on full when it is pulled out as far as it will go.
In warm weather you may not need full choke.
There could be lots of reasons why it will not run. Start with the easy stuff: Check there is gas in the tank and the petcock for fuel is turn to "ON". With only a little gas in the tank you may need to put the petcock to "RES" for reserve. Four strokes can be finicky to start, so try kicking it several times starting without any throttle for several times in case its flooded. Make sure the key is on and the kill switch is set so the bike runs. You may find you have to push start it (Get it rolling, you on it with the proper riding gear and ready to control the bike!) and throw it into gear and keep pushing until the engine catches.
But you may have battery, spark plug, plugged fuel line/carbs etc. Hard to diagnose on line.
