I have a 140 GM 181 I-L4 on my boat and I can't get it to go in drive.?

The boat will go in reverse all day long but when you put it in drive it won't do anything. It sounds like it wants to bc it makes a ticking sound but the gears won't catch and go in place. It spins freely but ticks at the same time. We have taken it to a guy that works on boats but he is a dumb ass and says nothing is wrong. But yet we can't go anywhere. Anything will help! Please :[
