i have 2001 Dodge Stratus and it has power locks and it will unlock but won't lock.?

it has power on the B+ and on the KOEO and has a good ground. i have gotten as far as i have no signal on the BCM's pin #9 which if i read the diagram is the door lock relay output.
How do i fix this???
