I have 2 questions in php ... need help?

1st : if i want the php code check whether the information in mysql database is null ( empty ) or not null (have value ) ..... and if null echo nothing , if not null echo its value ....

2nd : i want a resource about permissions for special contacts in database and so on .....

for example a recruitment company .... i want to make permissions for the companies users to post jobs ..... while users can't post ....... if you can get the full image right now ?
