It's actually about people jacking his. Eating them when they aren't explicitly going to be used for enjoyment alongside hotdogs is acceptable. Eating someone else's when he buys both the buns and hot dogs to be used together is a grievous breach of etiquette.

It's a waste of specialized resources!

We have generic, versatile bread, and we have specialized bread made especially to cradle hot dogs and small sausages. It's hard, not to mention unpleasant to eat these things with generic bread!

Stealing hot dog buns? WTF? I mean sure, I can eat a hot dog without a bun, but having just a bun is just weird. It's kinda like when there's a small hot dog in a big bun, where there's that bitch-ass annoying 2 inches of bun and ketchup left to either eat or throw away.
