...How much do I pay him? Do I pay him the blue book value of the car or the $2700 he's asking for? Because $2700 is more than the value of the car and the estimate to fix the car is less than $2700 but more than the car that worth at its best $1500.
 
You have the car repaired to the same condition before the accident or pay $2,700.00 and get the title.

The bottom line is that you replace his vehicle with the same value vehicle.
 
Fair market value, which may vary where you live.

I did a quick search on the Kelly Blue Book site, and note the private party value for that mileage in good condition is $2600.

Pay him the money.
