I got a collection from agency for a court ticket that we've paid via phone with no

When we paid it over the phone, it was on the process of going to the collection agency last 2004 in WA, when we pulled out my credit history the collection from the court was showing up unpaid, serious debt. I was just wondering, the court in WA should have already issued me a suspension when I surrendered my license in CA, and in fact CA should already have issued me a liscence suspension. I called WA state of licensing, gave me a clearance showing that I am cleared no suspensions. Now the question is why does the Collection agency still insist of trying to get a receipt which we dont have just for them to take it out from our history, when the clearance from WA State of liscencing should have been a concrete proof that we had paid? or how to get a reciept from WA?
We moved and changed bank from Maryland last 2004,
