I would first check for noise from the fuel pump and fuel pressure, if no noise then fuses, then check fuel pump relay and it's circuit, if you know how the circuit operates you can pull the relay and check for power at proper points, if good then use a jumper wire to supply power to the pumps, if pumps turn on replace relay. It's not likely both pumps went out at the same time, but possible. If the pumps do not turn on and there is no excessive resistance in the circuit and the circuit is good to the external pump, replace the pump, and so on. Make sure your filter is good.

i got a 78 Cadillac seville 5.7 V8 with a bad fuel pump. it has the electronic fuel injection option so it uses 2 fuel pumps the engine runs for a minute when you put gas in the carb jets then dies if you repeat the process it does the same thing. if i replace the fuel pump in the tank do i need to replace both pumps or can i just replace the one in the tank? also where is the external fuel pump located? i saw something like a fuel pump mounted above the intake manifold infront of the carb that had a brass pipe leading somewhere. is that the external fuel pump? it was out of gas when they drove it then they parked it and when you run a fuel injected car out of gas i hear the pumps burn out do both pumps burn out? or just the one in the tank
