I found a very weird image on my sister's computer.... *scared*?

First of all, if you're going to ask why I was on her computer, well she's 12 and my mom says it's my job to monitor her internet use(I'm 16)

Should I tell my parents, delete it, punish my sister? Or just leave it there? I'm not even sure what it is..
also note, it was in a folder labeled 'something cool to do'
 
Its just a cake (a very weird and disturbing cake, but just a cake!). Never mind those jerks before. But it is kinda weird for a twelve-year old to be looking at something like that, so I would tell your parents, just to let them know.
