can someone tell me how to use a syphone properbly!:)

Yipes, the reason you have so many issues with that tank is that Comet Goldfish get 12" long (excluding fins) and need more like over 200 litres, and that Moor needs a minimum of 60L. You shouldn't mix fancy and common type Goldfish, those Comets are perfectly capable of fatally injuring that Moor.

In such a small tank (that I would struggle to keep shrimp in) you're going to need to use that syphon every day, and still the fish will die from stress. Those Comets will get bigger than the tank without the water, and no, they don't grow to the size of their tank, they just die before they've had the opportunity to grow!

Goldfish are high maintenance and very very messy fish. I suggest you rehome them really unless you can get a 60L for the Moor and a 250L at least for the Comets (and a pond in the spring time).

Goldfish are NEVER suitable for a 22L!! Despite what pet stores or what pictures on boxes of tanks may imply.

As for the syphon, it's gravity that does the work for you. You just need to get the air out of the pipe first.
