I DONT KNOW ANYTHING ABOUT GARDENING ... PLEASE HELP !!?

New member
just moved into a home. the front shrubbery area has old mulch and needs to be replaced. im throwing it out now. i want to plant flowers in front of the bushes. this is my question. do i have to put soil down before the mulch when i plant, or can i just plant the flowers in the mulch ??
