I don't have a web server. How can I upload CGI scripts?

I don't have an online web server. How can I upload CGI scripts so I can use them on a site that I created on my computer that I have not published to a web server? Or will I have to just get a web server? Are there any web sites that are free that would host the CGI scripts so I can process them so they work?
