I cut wires to my seat belt, now my 2005 Honda Accord wont run. Spliced wires...

...back, still wont run. Any Ideas? The battery was replaced, starter checked. My dash tranny indicator works periodically and the car wont come out of park when the indicator doesnt work. There is also a crackling noise when the dash starts to work.
