I couldn't prun any of my plants in the garden this year. Should I do it now? ?

Cut back the peonies now, but leave the stalks about 3 inches above the ground to protect the new growth. You can chop off the stubs in the spring.

Leave the roses until late February early March.

You can chop down hebe at any time.

If the top pulls off the glads easily, take it away. Otherwise wait until it does.

Dahlias should have been taken indoors. If you've had weather like I've had, they're probably dead.

If they are cranesbill geraniums, go through them with the shears. If they are pelargoniums, see my comments on Dahlias.

Hardy fuscias can be trimmed at any time. If you leave it until the ground is warmer, you can plant the trimmings.
