...the car seems to be squelling ? whenever I put the heat on it makes the screeching noise for a couple minutes and the car seems to loose power. The heat also does not blow at full force until the noise stops. Do I need to tighten the belt more it seems it maybe able to be tightened a little but I do not want to over tighten it either. Also maybe another reason you can think of for this noise?
and I think I have been using the ac button when using the heat. I am going to tighten it up a little bit more. Thnaks for the answers guys you should both have best so I will leave it up to voters to deciede if no voter second answer is best.

Is the belt worn out again?
Sounds like a worn out water pump or Belt tensioner.
Have you had the coolant flushed recently?
When you " turn on heat" does the A/C System run? IE the A/C Compressor?

If this is self adjusting (auto tension-er) it may be weak, You stated you had to tighten the belt your self so it may not. If you had to tighten your self then yes, tighten it more. It`s pretty hard to over tighten a belt unless you really REEF on it. Also if you have your heater in the defrost mode this will also cycle the A/C compressor for for dryer air to better defrost the windows and puts more of a load on the belt causing the squeal. I hope this will help you some. Good Luck!
