I CANT SIGN INTO MY GOOGLE ACCOUNT ON MY ANDROID PHONE! HELP!?

So my phone froze on my a couple of days ago so i was forced to factory reset it. Now when i turn on the phone it asks me to log onto my google account. I try loggng on and it says no connectivity. So i tried it with my brothers sim card which has Data plan and it still says no connectivity. When i first bought the phone i used his sim card and it worked. What do i do? IS THERE ANYWAY TO GET PAST THIS SCREEN AND INTO THE PHONE OR ANYWAY TO REFORMAT IT AGAIN? reminder: this is the only screen that i can access untill it doesnt log on
