I can't open my picture in photoshop.?

When I try to open it from my flash drive it give me this error:

"could not complete your request because the file is locked. Use the 'properties' command in windows explorer to unlock the file."

How can I fix this?
I did but I don't see anything to unlock in in the properties.
I tried that too.

you could try copying the file to your hard drive and then open it
