Every Month the Meter Reader turns the bolt to lift the rim off my water meter located in my front yard. After talking to him, he says it's not his job to re latch it, and he doesn't have time. If a person steps on the lid unfastened you could fall down into the 3 foot deep hole. Everyone in the neighborhood has the same lids. I try to check it every month to relatch it myself. Could I hold the water department liable for any injurys to me, my kids, or anyone for that matter, if I can't get him to relatch after reading the meter?
